刘洋，1984年11月生，中共党员，辽宁辽阳人，博士，副教授，硕士研究生导师。主要研究方向为环境岩土工程，环境地质，地质灾害调查与控制、矿山尾矿治理等。现主持国家自然科学基金、湖南省自然科学基金等多项纵向项目，横向项目若干。先后在《Geotextiles and Geomembranes》、《Canadian Geotechnical Journal》、《Geosynthetics International》等国内外期刊发表学术论文多篇；获Canadian Geotechnical Journal 2014 R. M. Quigley Award（年度最佳论文），湘潭市自然科学优秀学术论文二等奖。
